When Does an Atmosphere Become Unsafe?

A five-hundred year storm ended on Jupiter last night.
I woke with a sinus  
cavity wide open.
In the same moment,
a truck lit up the whole street yellow and red-- 
all 18 gears steaming and stressed. 
By the time it made it on the street it was off again.
Someone else may have seen it too.
